This Supporting Statement provides information for a proposed combined data collection effort to determine the effectiveness of subsidized and transitional employment programs being evaluated by the Administration for Children and Families (ACF) Subsidized and Transitional Employment Demonstration (STED) and the U.S. Department of Labor Enhanced Transitional Jobs Demonstration (ETJD). Both evaluations will ultimately consist of seven sites; however, since two of the programs funded through the ETJD project will be evaluated through the STED project, we anticipate a total of twelve sites will participate in the two projects. All seven of the sites that are part of the ETJD project (including two which are being evaluated as a part of STED) have already begun enrolling participants into the evaluation. The primary goal of both projects is to increase our knowledge about the efficacy of programs aimed at helping target populations secure and maintain unsubsidized employment. ACF and ETA have agreed to collaborate on the design of data collection instruments to promote consistency across the project.
