Introduction

Thank you for taking the time to speak with me today. We are conducting interviews with people who agreed to be in a study about a program offered at [CBONAME] called [ETJDPRO/STEDPRO]. The study is called the [Enhanced Transitional Jobs Demonstration or ETJD/Subsidized and Transitional Employment Demonstration or STED] for short. It is funded by the U.S. Department of Labor and the U.S. Department of Health and Human Services and my company, [Abt SRBI/ Decision Information Resources, or DIR], is conducting this survey. You may have received a letter recently about the [ETJD/STED] study.

We need to talk with people who got into the program and those who did not. Your participation in this study will help policy-makers better understand how to help people find and keep jobs.  This interview will include questions on your employment situation, your use of services, and your overall well being.

This interview should only take about 45 minutes.  We will mail you a $40 gift card as a “thank you” for completing the interview.

All of your responses on this survey will be kept private; the research staff has been trained in protecting private information and your name will not appear in any written reports we produce. All of the study results will be reported for groups of individuals; no results will be analyzed or reported for individuals. Your responses to these questions are also completely voluntary. That means you may choose not to answer any question, or you may stop the interview if you wish, but we hope you don’t. Your responses to these questions will in no way affect your participation in the [ETJDPRO/STEDPRO] program or affect your receipt of any kinds of public benefits or services.

According to the Paperwork Reduction Act (PRA), an agency may not conduct or sponsor, and a person is not required to respond to, a collection of information unless it displays a currently valid OMB control number. The OMB control number for this collection is 0970-XXXX and it expires XX/XX/XXXX.

And finally, this interview might be monitored or recorded for quality control purposes. May we begin?

A1.

I would like you to tell me about assistance you may have received since [RAD] from organizations and programs in your community to help you find or keep a job, or to help you deal with problems that interfered in your ability to work. For each type of help, I’d like to know whether you received help, where you got this help, and how much help you received. First…

H. Noncustodial Parents

CATI: ASK SECTION H IF

SAMPLE MEMBER IS A MEMBER OF A NON-CUSTODIAL SITE OR

SAMPLE MEMBER IS A MEMBER OF AN EX-OFFENDER SITE WHO IS ALSO A NONCUSTODIAL PARENT (FROM SAMPLE FILE) OR SAMPLE MEMBER IS NON-CUSTODIAL PARENT FROM C9.

NOTE ON GENERAL PLAN FOR VARIABLES HSCREEN1 THRU HSCREEN4.

The task is to identify a focal child (FC) of any age under 19 and about whom much of Section H will be asked. The sample file provided by MDRC will identify a focal child for Rs that had a focal child identified at baseline. There may also be some Rs who qualify for this section who do not have an identified FC in the sample file.

For Rs with focal child information in the sample file, HSCREEN1A/B confirms that the sample file information corresponds to a child that R knows. If this is the case, several system variables about that child are created that are used in later parts of H. Then proceed with HSCREEN4 and the remaining questions in H.

If FC is not identified in HSCREEN1, we search for an FC in HSCREEN2A/B from among any children the R identified as living away from the R in C9. The youngest child identified by the R in that category will be the FC. If identified, the system variables are created about the child. Then proceed with HSCREEN4 and the remaining questions in H.

If FC is not identified in HSCREEN2, we move to HSCREEN3A/B. Here we search for an FC from among any children R identified as living in the R’s household (C5) who are R’s own children (C7). The youngest child identified by the R in this group will be the FC. If identified, the system variables are created about the child. Then proceed with HSCREEN4 and the remaining questions in H.

If no FC is identified after the three HSCREENs, those items in Section H referring to an FC will be skipped.

Vendors will create only one set of the system variables; the value for a variable may change as we work through the three HSCREENs. The system variables are noted below. Both Abt and DIR should use the same variable name and values in programming and data file production. The variables will be needed in the data file delivered to MDRC. All sample members should show these variables. These variables should be blank for sample members who are not included in Section H or who are skipped out before HSCREEN1.

  1. FCLOCATE. To identify whether child DOB was matched with DOB from C6 or C10.

  2. FCNAME. Record the name of the child identified as FC.

  3. FCDOB. To capture the DOB of the FC eventually identified.

  4. FCFOUND. To clearly identify whether an FC was found or not.

  5. FCAGE. To store the age of the child in months.
