Within three months of approval of this collection, the agency will submit to the OMB desk officer the agency’s plan to prospectively realize efficiencies in the design, measurement, planned comparisons, and data interoperability between the current collection 201205-0970-006 (Urban AIAN), 201206-0970-003 (Tribal TANF and Child Welfare Services), 201203-0970-002 (Descriptive Tribal TANF), and 0970-0394 (HPOG). This plan should be specific, with an aim to maximize data utility, advancement of science, and reduction of cost and burden. Specific, measureable outcomes should be specified; holding weekly field operations meetings would not be sufficient.

The Administration for Native Americans and the Office of Planning, Research, and Evaluation, both within the Administration for Children and Families (ACF) in the U.S. Department of Health and Human Services (HHS) seek approval for the data collection activities described in this request in order to support a study being undertaken for ACF by Westat. The aim of this study is to conduct exploratory research to understand the challenges to family self-sufficiency among low-income, urban American Indians and Alaska Natives (AI/AN), as well as their interactions with programs and services offered by (ACF). This is a two-part study consisting of in-depth telephone interviews and site visits. The goals of the research are to understand how poverty and other socio-economic conditions impact urban Indian families, variations in the kinds of services Urban Indian Centers are able to provide, and the degree to which AI/AN community members are aware of - and access - ACF services and programs.
