This request is for approval of the
proposed reporting requirements that are contained in the Federal
Perkins Loan Program regulations. Under the proposed regulations,
when Perkins borrowers contact the participating institution
regarding a Total and Permanent Disability discharge, the
institution would be required to refer the borrower to the
Department rather than providing the forms and additional
information to the borrower, which will decrease burden. The
proposed purpose of this submission is to also renew this
collection for the next three year period. The proposed information
collection requirements are necessary to determine eligibility to
receive program benefits and to prevent fraud and abuse of program
funds.

The proposed regulations would
mean burden reduction by 28 hours. Institutions participating in
the Perkins Loan program would no longer provide the forms to
borrowers seeking a Total and Permanent Disability discharge. The
institution would instead refer the borrower to the Department who
would provide the applicable discharge form to the applicant.
Therefore, we estimate that burden will be reduced by 28
hours.
