Cities,counties, and states that have received program grants describe their recovery needs, development action plans and report performance on a Disaster Recovery Grant Reporting System. HUD also uses the information for quarterly reports to Congress.
Congress appropriated $400 million of CDBG disaster recovery funds in FY 2012 under PL 112-55 Stat. 683 and required that the funds be expended in a timely manner. This emergency request is made to comply with Congressional expenditure mandates.
