Who must comply?

Completion of this survey is entirely voluntary. The intended respondents for this survey are U.S. marine fishing permit holders and registered saltwater recreational fishermen.

What is this collection about?

The purpose of this survey is to assess the effectiveness of various enforcement techniques available to the U.S Coast Guard to promote compliance with federal Living Marine Resource regulations. The results of this survey will ultimately allow the Coast Guard to link level and type of Coast Guard enforcement effort with compliance decisions made by the regulated community, and will be used by the Coast Guard to allocate assets in such a way that efficiently maximizes performance.

Where do I find the requirements for this information?

The Government Performance and Results Act of 1993 requires all federal agencies to develop five-year strategic plans, annual performance plans that establish the performance goals, and annual performance reports that review the agency’s success or failure in meeting its targeted performance goals. To analyze performance measures required by this act, the USCG employs external review methods such as this Deterrence Study. When must information be submitted to the Coast Guard?

The survey will be available ___ to ___ 2012. (Dates TBD, survey will open upon OMB approval of PRA, and will close approximately 90 days after opening.)

How is the information submitted?

The information may be submitted through an on-line survey available at: http://www.absconsulting.com/LMRsurvey (The web link will become live upon launch of the survey.)

What happens when complete information is received?

The Coast Guard will utilize the information provided to formally evaluate living marine resources enforcement performance and to allocate Coast Guard resources more efficiently.
