Section 111 of the Energy Independence and Security Act of 2007 (EISA; Pub. L. 110-140, Stat. 1492 (December 18, 2007)) requires NHTSA to develop a tire fuel efficiency consumer information program to educate consumers about the effect of tires on automobile fuel efficiency, safety and durability.
To carry out this statutory directive, the agency is requiring manufacturers to rate replacement tires for rolling resistance (fuel efficiency), traction (safety) and tread wear (durability). These manufacturers are required to report these ratings to NHTSA.
NHTSA needs the information to provide consumers information on a future tire Web site in order to allow them to compare tire fuel efficiency across different tires and examine any tradeoffs between fuel efficiency (i.e., rolling resistance), safety (i.e., wet traction), and durability (i.e., tread wear) in making their purchase decisions. NHTSA needs the information on certain exempted tires to inform consumers which tires are not rated and why. Tires within these categories may not display markings that would allow a consumer to readily determine that they were exempt from the tire fuel efficiency consumer information program.
This is a new information collection, resulting in a program change of adding reporting requirements for tire fuel efficiency and an increase to NHTSA's overall burden hour total by 140 burden hours.
