The information to be collected will be used by FRA to ensure that the Congressional mandate to require railroad carriers to establish and maintain a toll-free telephone service to report emergencies at all public, private, and pedestrian grade crossings for right-of-way over which they dispatch trains will be carried out. The information to be collected will also be used to monitor and enforce compliance with the agency regulation that carries out the Congressional mandate.
