For all restricted animal products, byproducts, and controlled materials (herein referred to as restricted import) it is agreed that: (items 1 through 10 are always applicable and items 11 through 14 are applicable when checked).



1. Any restricted import of this kind shipped to and received at the aforementioned establishment will be unloaded, handled, and treated in accordance with provisions of

9 CFR Parts 94, 95, or 96 and as directed by an inspector of the United States Department of Agriculture.


2. Restricted imports must go forward from the port of arrival to the approved establishment in closed transportation vehicles which are capable of being sealed, except when packed in tight containers acceptable to a Department Inspector, such shipments may go forward with other freight and without sealing.


3. Seals on conveyances used in the transportation of any of the aforesaid restricted imports will not be broken except by a Departmental inspector or by other persons when authorized.


4. All leaking or broken bags or containers of restricted imports must be repackaged or repaired immediately before going forward to the approved establishment.


5. Any bags or containers which have been used for the above described restricted imports will be destroyed unless disinfected or otherwise handled in a manner approved by the Animal and Plant Health Inspection Service.


6. Cars, trucks, and other equipment used to handle restricted imports will be cleaned and disinfected as prescribed by the Department. The dock area, pallet boards, and any other equipment, which in the opinion of the inspector constitutes a potential source of spread of the restricted import, must be cleaned and disinfected, under supervision, with an approved disinfectant.


7. Officials of the approved establishment shall maintain the identity of the restricted imports and keep records to show that the disposition of each shipment is in accordance with Department requirements. These records must be kept until they have been inspected by a Department inspector or no longer than one year after disposition of the shipment. Representatives of the Department shall be given access to the approved establishment records in connection with the restricted import in order to determine that disposition of the restricted imports is in accordance with this agreement.


8. Officials of the approved establishment shall designate an employee authorized to cooperate with the Department and be responsible for handling the restricted import in accordance with Department regulations and requirements.


9. Approved establishments and premises on or in which any restricted import is stored, handled, or processed, shall be maintained in a sanitary condition. Aprons, frocks, and other outer clothing, including boots or shoes worn by persons who handled restricted imports, or who work in areas where these imports are handled, must be changed before leaving the approved establishment. Every practicable precaution should be taken to exclude insects and rodents from approved establishments.


10. Restricted imports will either be disinfected or processed within 6 months after receipt at the approved establishment.


11. Storage facilities are available at the approved establishment and will be maintained and used in accordance with Department regulations.


12. Storage facilities are not available at the establishment and, in each instance, the restricted imports will be held either under lock or seal at the establishment in the conveyance used to transport them to the establishment in an area specified by the Department Inspector until they can be moved directly to the disinfecting or processing room where they will be Immediately disinfected or processed.


13. Agreement applicable only to handling and storage of restricted imports.
