controlled animal products into the United States

This new collection was
originally part of the larger collection [0579-0015]. For the
purpose of efficiency, the commodities were divided into separate
collections. When the milk and eggs were part of the 0015
collection, the different VS staffs thought the burden for this
activity was 19,825 hours but now a more accurate count reveals
that the burden is in fact 408,230 hours.
