by U.S. exporters provides the basis for decisions to grant
licenses for export, reexport, and classification of commodities,
goods and technologies that are controlled for reasons of national
security and foreign policy.

Program changes under the
Export Control Reform Initiatie will result in approximately 30,000
export licenses being transferred from State (USML) jurisdiction to
Commerce (CCL) jurisdiction. The number of export licenses and
commodity classifications has also been increased to reflect 2011
fiscal year data. This is an adjustment in agency estimate.
