Short Statement: The change in burden is an ADJUSTMENT due to a change in vessel population as well as a PROGRAM CHANGE due to a codification of current USCG policy detailing the process for requesting relief from requirement that no more than 25% of the total number of unlicensed seamen on a U.S. documented vessel may be aliens lawfully admitted to the United States under the Immigration and Nationality Act of 1952 into regulation. This policy change will increase the reported burden by requiring the reporting of time spent compiling, submitting and reviewing such requests.
