Contents







Purpose

This document describes technical amendments proposed for the EDFacts data set. All original supporting attachments have been updated to reflect the amendments and are submitted with this change request.

Background

The current EDFacts data set is approved for three school years: 2010-11, 2011-12, and 2012-13. The EDFacts data set is primarily collected through the EDFacts Submission System (ESS) and submitted by state educational agencies (SEAs). ESS is an electronic collection system that collects data at the state, local education agency (LEA), and school levels. This approach has allowed the U.S. Department of Education (ED) to have a robust set of data while also modernizing the collection approach from the SEAs.


On February 25, 2007, Final Regulations were published to amend 34 CFR part 76 governing state reporting requirements. The revised regulations allow the Secretary and ED, through the Paperwork Reduction Act clearance process, to require states to report certain information electronically. The regulations also establish that ED may take administrative action against a state for failure to submit reports in the manner prescribed by the Secretary. This is intended to significantly reduce reporting burden and to streamline data collections currently required by ED by bringing elementary and secondary education data in through the Annual Mandatory Collection of Elementary and Secondary Education Data for EDFacts (1875-0240). The failure to submit EDFacts data constitutes a failure to comply substantially with the law applicable to the funds provided by the federal government.

ED is currently collecting the SY 2010-11 and SY 2011-12 data. ED plans to begin collecting the SY 2012-13 data by December of 2012.


The EDFacts data set is composed of data groups and categories. The structure of the EDFacts data set is explained in Attachment B-2 of the approved data set. So that the data groups and categories can be identified as such, the names of data groups and categories are italicized in this document. Where appropriate, references are made to the relevant sections of Attachment B-3 “EDFacts Data Groups” and Attachment B-4 “EDFacts Data Categories” from the approved collection package.

Technical Amendments

This section discusses the requested technical amendments to the EDFacts data set. The burden associated with these technical amendments is discussed in a separate section at the end of this memo. The changes are organized in this section by content area.


ED is requesting the following change for SY 2011-12 (FFY 2011):


  1. Transferring the Office of Special Education Program’s (OSEP) Report on IDEA Part B Maintenance of Effort Reduction and Coordinated Early Intervening Services, currently cleared under 1820-0689, to the EDFacts collection beginning with data for FFY 2011


ED is requesting that the following changes be applied to the EDFacts data set beginning with SY 2012-13:


  1. Changes to the collection of data through EDFacts that will be used for populating the Consolidated State Performance Report (CSPR) as required by the Elementary and Secondary Education Act (ESEA) in the areas of:

      1. McKinney-Vento Education for Homeless Children and Youth Program

      2. Prevention and Intervention Programs for the Education of Children and Youth Who Are Neglected, Delinquent or At-Risk (under Title I, Part D, Subparts 1 and 2)

      3. Science Assessments

      4. Title I, Part A, Funding for Parental Involvement

      5. ESEA Flexibility Options


The requested changes are deletions, technical amendments, or new data that were included in the paperwork clearance package for the CSPR for SY 2011-12 and SY 2012-13. These changes were recently approved by the Office of Management and Budget (OMB) under clearance # 1810-0614.


  1. Technical amendments to the collection of data on college enrollment and course completion data for high school graduates used by the Office of School Turnaround (OST) and the Implementation and Support Unit (ISU).


#1 – DATA COLLECTED FOR THE OFFICE OF SPECIAL EDUCATION PROGRAMS

Data collected in OSEP’s Report on IDEA Part B Maintenance of Effort Reduction and Coordinated Early Intervening Services (Table 8) will be collected through the EDFacts Metadata and Process System (EMAPS) beginning with FFY 2011 data. Collection of these data is expected to begin in April 2013. By adding these data to the EDFacts data set, all of the IDEA Section 618 data collected by OSEP on children in K-12 schools will be collected through EDFacts. A copy of Table 8 is included as Attachment B-9.





#2 – DATA COLLECTED FOR THE CSPR

The following technical amendments are for data that are collected through EDFacts and then used to populate the CSPR.

#2a – McKinney-Vento Education for

Homeless Children and Youth Program



ED is requesting two changes to Homeless students enrolled table (DG655, N/X File 118). This data group collects the cumulative unduplicated number of homeless students enrolled in public schools at any time during the school year. These changes will improve the program office’s ability to administer the Homeless Program (McKinney Vento) and correct current inconsistencies in the data collected on that program.

Change #1 – Correct the collection of data by age/grade

This data group currently uses the category Age/Grade (All). This category includes the permitted values “Under 3” and “Out of School.” These permitted values should not be used with this data group, as students under the age of 3 or who are out-of-school would not be enrolled in public schools. Instead, the data group will use the category Age/Grade((3-5/K-12) which will include permitted values for 3-5 (for prekindergarten programs), kindergarten, grades 1 through 12, and ungraded.

Change #2 – Collect data on subgroups

This data group currently collects data by grade and by homeless primary nighttime residence. To comply with the Education for Homeless Children and Youth subtitle of the McKinney-Vento Homeless Assistance Act, which enumerates requirements or expectations to facilitate coordination and collaboration among programs serving these subpopulations of homeless children and youth, data are needed on the following subgroups: homeless unaccompanied youth, limited English proficient, children with disabilities (IDEA), and migratory children/youth. Currently, the only subgroup for which data are collected under DG655 is students served by McKinney-Vento programs.

After these changes, the Homeless students enrolled table (DG655) would appear as follows in the McKinney-Vento Homeless Program section of Attachment B-3:

#2b – Prevention and Intervention Programs for the Education of Children and Youth Who Are Neglected, Delinquent Or At-Risk

ED is requesting three changes (at both the SEA and LEA levels) to the data collected on Neglected or Delinquent (N or D) students for ESEA, Title I, Part D. These changes will improve the program office’s ability to administer the program, to target technical assistance and funding, and to reduce burden on grantees.

Change #1 – Transition from CSPR manual entry to data collection through EDFacts

The N or D academic and vocational outcomes data in the CSPR currently are entered by state education agencies (SEAs) manually instead of being populated from the EDFacts system.

As part of the SY 2011-12/2012-13 CSPR clearance, ED will now be collecting the location of where the outcome was achieved—either while enrolled in the N or D facility or program, or within 90 days of exiting the program or facility.

Also, as part of the SY 2011-12/2012-13 CSPR clearance, ED will be collecting additional data on whether transition data are available within the state, where the data are available, and the number of students with re-entry plans (to school or work) after release from the N or D facility. According to the ESEA, Title I, Part D statute, SEAs should be providing and tracking information related to the transition of students and their re-entry into schools and community life. The new transition items are currently monitored by ESEA, Title I, Part D programs but have not been previously reported by SEAs.

The corresponding data groups will be added to the EDFacts data set in the Neglected or Delinquent Program section of Attachment B-3:

As part of the SY 2011-12/2012-13 CSPR clearance, ED will now be collecting the unduplicated number of Title I, Part D served children with disabilities (IDEA) and the unduplicated number of Title I, Part D served students who are limited English proficient. Program funding is intended to be used to assist both groups of students. Understanding the number of students needing additional educational and support services will assist ED in targeting technical assistance.

Change #3 – Simplify the collection of data on academic achievement

Consolidate pre- and post-test progress levels in DG628 and DG629, N or D academic achievement tables at the SEA and LEA levels respectively. Effectively, this would delete the permitted value of ‘Up Half Grade’ and change the definition of ‘Up One Grade’ to “The students showed improvement of up to one full grade level from the pre- to the post-test.” This change was requested by the Title I, Part D coordinators to simplify the manner in which pre- and post-test data are collected in order to represent changes in two rather than three levels of improvement.

This information is not required for science assessments given that the science assessment data are not part of Adequate Yearly Progress (AYP) calculations. Given that this is a burden reduction, this change will be implemented for SY 2011-12.

#2d – Title I, Part A, Funding For Parental Involvement Data

As part of the SY 2011-12/2012-13 CSPR clearance, ED will now be collecting a new set of questions on parental involvement. For the first school year (SY 2011-12), these data will be manually collected in the CSPR. For the second school year (SY 2012-13), the data will be collected through EDFacts and populated into the CSPR. New data groups will be created to collect data on the number of LEAs that received a FY2012 Title I, Part A allocation of $500,000 or more; the number of LEAs that received a FY2012 Title I, Part A allocation of less than $500,000; the sum of the amount reserved by LEAs receiving allocations of $500,000 or more for parental involvement initiatives; and the sum of the amount reserved by LEAs receiving allocations of less than $500,000 for parental involvement initiatives.


These additions were requested in order to address inquiries from Congress and to improve OESE’s ability to target technical assistance efforts. The statutory requirement for this proposal is ESEA, Title I Part A, Section 1118, Parental Involvement.

#2e – ESEA Flexibility Options Data

ED is requesting the addition of a new set of questions related to the new ESEA flexibility provisions for the SY 2012-13 CSPR. These data would be collected through EDFacts. This would involve the revision of the permitted values used for Improvement status – Schools (DG34) and Improvement status – LEAs (DG662).

Note: Additional data for ESEA flexibility reporting through EDFacts were recently proposed by ED under a separate clearance and are currently out for a 60-day comment period, which will close on July 30. The proposed new data collection will be submitted to OMB for review and approval in August, and the new data will be folded into the next three-year EDFacts clearance process and number.

#3 – POSTSECONDARY ENROLLMENT AND COURSE COMPLETION DATA

ED is requesting a technical amendment to include subgroup reporting for HS graduates postsecondary enrollment table (DG739) and HS graduates postsecondary credits earned table (DG740). The requirement for the capacity for subgroup reporting was included in the required indicators for the State Fiscal Stabilization Fund (see below), but not articulated in the original clearance document. In addition, the subgroup reporting for these data is cleared as part of the Race to the Top Annual Performance Report. Indicator (c)(11) Provide, for the State, for each LEA in the State, for each high school in the State and, at each of these levels, by student subgroup (consistent with section 1111(b)(2)(C)(v)(II) of the ESEA), of the students who graduate from high school consistent with 34 CFR 200.19(b)(1)(i), the number and percentage (including numerator and denominator) who enroll in an institution of higher education (IHE) (as defined in section 101(a) of the Higher Education Act of 1965, as amended (HEA)) within 16 months of receiving a regular high school diploma.

Two years ago when OSEP initiated this collection, the estimated burden for the collection of Table 8 was approximately 1,032,480 hours. This total resulted from a calculation that assumed that no LEAs/States collected the data at that time, although there was evidence that some states were in fact already gathering the data from LEAs. OSEP erred on the side of over-estimating rather than under-estimating the burden. We expect this burden has been reduced over the past two years, and will be further reduced once the data are collected through EDFacts. A revised burden estimate will be determined during the next three-year clearance cycle for EDFacts, which is scheduled to begin later this summer.

In states where postsecondary data are available, the data are typically collected by major racial ethnic, sex, disability, LEP, and economic disadvantaged status. There should be no additional burden to respondents.



The current burden is based on an average burden per state of approximately one full time person for a year. Apart from the addition of OSEP’s Table 8, we do not believe that this technical amendment materially alters that estimate. Therefore, the only alteration to the burden hours for this technical amendment will be the current burden association with Table 8, which is 1,032,480 hours.
