This rule established requirements for
the certification, operation, and maintenance of light-sport
aircraft. For the operation of light-sport aircraft, the FAA
established a sport pilot certificate and a flight instructor
certificate with a sport pilot rating. The FAA also established
requirements for student pilots and private pilots to operate these
aircraft, and to revise the recreational pilot certificate to align
it with privileges proposed for the new sport pilot certificate.
The FAA created a new repairman certificate with ratings for
individuals who inspect and maintain light-sport aircraft. In
addition, the FAA is created a new category of special
airworthiness certificate for light-sport aircraft that meet a
consensus standard. This rule also revised the requirements for the
issuance of experimental certificates to include light-sport
aircraft.

The original submission of this
collection included burden associated with aircraft certification
forms that have existing approval under the OMB Control Numbers
2120-0018, 2120-0022, 2120-0033, and 2120-0042. This burden
accounted for procedures that apply generally to certification for
aircraft operations and were already accounted for in the existing
collections. Therefore, the burden for those forms has been
removed, and only the burden associated specifically with the
certification forms for the operation of light-sport aircraft has
been included in this report. The removal of this extraneous burden
has resulted in a reduction of 26,807 hours in this report from the
previous submission.
