Regulation E is a series of rules that provides specific exemptions from the registration provisions of the Securities Act of SBICs and investment companies that elect to be treated as business development companies ("BDCs"). Companies wishing to obtain the exemption must notify the Commission of their interest in claiming the exemption by filing a notification on Form 1-E.

In the last ICR submission, the Commission estimated eight responses annually. Since the prior submission, the Commission estimates that one issuer files approximately two notifications, together with offering circulars, on Form 1-E with the Commission annually. Based on a new estimate of two annual responses, the Commission estimates that the new total annual reporting burden estimate would be 200 hours per year in the aggregate, a decrease of 600 hours. The decrease of 600 hours is based on a changed estimate of the number of filings issuers make on Form 1-E (from eight to two filings). The Commission previously estimated that the current annual cost burden to be $352,000, which is adjusted to a new estimate of $100,000. The change of $252,000 in the annual cost burden is based on a decreased estimate of the number of filings issuers make on Form 1-E (from eight to two filings) and an increased estimate of the cost of outside services used in preparing and filing Form 1-E.
