  1. Circumstances Making the Collection of Information Necessary


45 CFR 1310 was promulgated under the authority of the Head Start Act which required the Secretary of HHS to prescribe regulations for the safe transportation of Head Start children attending Head Start program operations. These rules apply to transportation provided by the Head Start program or vendors who are under contract to provide transportation. We are not proposing any changes in these safety rule.


  1. Purpose and Use of the Information Collection


The purpose of this rule was to assure that safety standards are applied uniformly across all programs.
