Each Commercial Operator License
Examination Manager (COLEM) recovering fees from examinees must
maintain records of expenses and revenues, frequency of
examinations administered, and examination pass rates. Records must
cover the period from January 1 to December 31 of the preceding
year and must be submitted as directed by the Commission. Each
COLEM must retain records for 1 year and the records must be made
available to the FCC upon request.

The Commission adopted a Report
and Order (R&O), FCC 13-4, which added rule sections 13.9(c),
13.13(c), 13.17(b), and 13.211(e) to this existing information
collection. The Commission in an efort to clarify, streamline or
eliminate its rules in order to reduce administrative burdens in
the telecommunications industry, adopted this final rule, whch
amended its rules concerning Commercial Radio Operator licensees
for maritime and aviation radio stations. Of those rules adopted,
some have recordkeeping and/or reporting requirements for holders
of commerciial radio licenses, as well as for Commercial Opertor
License Examination Managers (COLEM(s)) that adinister commercial
radio operator license examinations across the United States. In
this proceeding, the FCC seeks OMB approval for burdens contained
in the R&O, which implemments a number of actions the
Commission has taken.
