The National Science Foundation (NSF) is conducting its annual review of institutions that qualify to be included in the Survey of Research and Development Expenditures at Universities and Colleges (Academic R&D Expenditures Survey). As NSF’s survey contractor, we are collecting some preliminary information to help NSF decide which institutions should be added to this year’s survey. You are receiving this request for information because public records indicate that [[institution]] received federal funding that might have resulted in research expenditures during your institution’s fiscal year (FY) 2009.

Survey Population Qualification Questions

Please consider the following definitions of R&D when answering the questions below:

RESEARCH is creative work conducted systematically to extend scientific knowledge or devise new or improved applications.

DEVELOPMENT is systematic use of knowledge or understanding gained from research for the production of useful materials, devices, systems, or methods, including the design and development of prototypes and processes.

R&D INCLUDES, but is not limited to:

-- Research grants awarded by federal agencies, state government, industry, or nonprofit organizations, including foundations

-- Indirect costs associated with research grants

-- Activities that produce findings that could be published in academic journals or patented

-- Internal funding of specific faculty research projects

-- Internal funding for faculty to develop new or improved products or applications

R&D DOES NOT INCLUDE:

-- Training grants

-- Demonstration projects

-- Curriculum development

-- Economic development programs

-- Faculty development

-- Public service grants

-- Program evaluation

-- Course evaluation

-- Market research

-- Routine testing or other support services for research conducted outside your college
