Abstract:


This Solicitation for Grant Applications would announce a U.S. Department of Labor (DOL), Employment and Training Administration (ETA) grant competition for the National Farmworker Jobs Program (NFJP), authorized under Workforce Investment Act (WIA) section 167. The NFJP provides training, employment services, and related assistance to increase economic opportunities for migrant and seasonal farmworkers and their dependents. The DOL would exercise its option under the WIA to continue grant awards to NFJP grantees that have performed successfully and to hold a grant competition for service delivery areas where current grantees have not adequately performed; therefore, this grant competition would only seek applications to operate the NFJP in the following service areas: California (central California service area covering Merced, Madera and Stanislaus Counties), Hawaii, Indiana, Michigan, Mississippi, New Jersey, and Puerto Rico. Approximately $9.6 million is expected to be available for grants in these service areas. However, the final amount available depends upon the amount of funds appropriated for the NFJP in the Fiscal Year (FY) 2013 Department of Labor Appropriations Act.

This grant solicitation is available on the grants.gov Web site. Based on experience, the DOL anticipates receiving 50 percent of responses via the Web site.

This information collection complies with 5 CFR 1320.5.


Burden:


Based on program experience, the DOL expects to receive approximately 14 applications. The ETA estimates public reporting burden for the information collection to average 20 hours per response for reviewing instructions, searching existing data sources, gathering and maintaining the data needed, and completing and reviewing the collection of information.


14 applications x 20 hours = 280 hours.


The DOL has increased the October 2012 average hourly earnings in the professional and business services industry of $28.14 by 40 percent (total $39.40) to monetize this burden. 280 hours x $39.40 = $11,032.


The DOL associates no other burden costs with this information collection.


The DOL notes that, in addition to the application, each grantee will be required to submit quarterly financial, performance, and narrative reports to the ETA. Those information collection requirements will be cleared under a separate Control Number.


Total burden: 14 respondents, 14 responses, 280 hours, $0 other cost burden.
