Strategies Targeting Characteristics Common to Female Ex-Offenders Solicitation of Grant Applications

Abstract:

The U.S. Department of Labor (DOL), Employment and Training Administration (ETA) seeks to clear a Solicitation of Grant Applications (SGA) under the Paperwork Reduction Act to announce the availability of approximately $12 million in grant funds authorized by the Workforce Investment Act (WIA) and Second Chance Act of 2007 section 212 to award approximately eight grants to serve adult and youth ex-offenders pre- and post-release. Applicants may choose to serve either youth or adults but may not serve both populations. Services to be funded will be targeted to female ex-offenders, but must also be open to eligible male ex-offenders. Applicants may submit only one proposal for up to $1.5 million, with the amount requested depending on the number of participants to be served. These grants will be selected through a competitive process open to any non-profit organization with IRS 501(c)(3) status.

The purpose of these grants is to improve the long-term labor market prospects of youth and adult ex-offenders who demonstrate characteristics common to female ex-offenders by using strategies targeted to these characteristics, which may include sexual or physical abuse, family turmoil, early puberty, learning disabilities and school failure, and mental health and substance abuse issues.

This grant solicitation is available on the grants.gov Web site. Based on past DOL experience, the Department anticipates 50 percent of responses will be submitted electronically.

Burden:

Based on past experience, the DOL expects to receive approximately 100 applications. Public reporting burden for the information collection is estimated to average 20 hours per response for reviewing instructions, searching existing data sources, gathering and maintaining the data needed, and completing and reviewing the collection of information.

100 applications x 20 hours = 2,000 hours.

In addition to the application, each grantee will be required to submit quarterly financial, performance, and narrative reports to ETA. Those information collection requirements will be cleared under a separate Control Number.

The DOL has increased the November 2012 average hourly earnings in the professional and business services industry of $28.22 by 40 percent (total $39.51) to monetize this burden. 2,000 hours x $39.51 = $79,020.

The DOL associates no other burden costs with this information collection.
