Grant Application for Urban and Non-Urban Homeless Veterans’ Reintegration Program (HVRP) Homeless Female Veterans and Homeless Veterans with Families (HFVVWF) Grants for Program Year 2013


Abstract:


This request seeks OMB approval for the unique information collections contained in the Urban and Non-Urban Homeless Veterans’ Reintegration Program (HVRP) Homeless Female Veterans and Homeless Veterans with Families (HFVVWF) Grants for Program Year 2013. This program is authorized under 38 U.S.C. § 2021, which provides that the “Secretary of Labor (Secretary) shall conduct, directly or through grant or contract, such programs as the Secretary determines appropriate to provide job training, counseling, and placement services (including job readiness, literacy, and skills training) to expedite the reintegration of homeless veterans into the labor force.” The funds available in this competition are focused on homeless female veterans and homeless veterans with families under 38 U.S.C. Section 2021A. Applications proposing to serve homeless female veterans and homeless veterans with families under this HVRP solicitation will fall into one of two categories: Urban, Non-Urban geographical areas. Applicants proposing to serve HFVVWF on Native American tribal lands are encouraged to apply under the Non-Urban category. HFVVWF grants are intended to address two objectives: to provide services to assist in reintegrating homeless female veterans and veterans with families into meaningful employment within the labor force, and to stimulate the development of effective service delivery systems that will address the complex problems facing homeless female veterans and veterans with families. The Department seeks applicants that will provide services through a client-centered case management approach that will network with federal, state, and local resources for veteran support programs. The Department anticipates that a total of up to $5,000,000 will be available for Urban and Non-Urban grants. Awards will range from a minimum of $100,000 to a maximum of $300,000 for an Urban grant and from a minimum of $100,000 to a maximum of $200,000 for a Non-Urban grant. To be considered responsive to this solicitation the application must consist of three (3) separate and distinct parts: (I) a cost proposal; (II) a technical proposal; and (III) attachments to the technical proposal.

This grant solicitation is available on the grants.gov Web site. Based on past DOL experience, the Department anticipates 60 percent of responses will be submitted electronically.

This information collection will not have a significant impact on a substantial number of small entities.

These grant solicitations do not offer applicants assurances of confidentiality.



Special circumstances:


This information collection complies with 5 CFR 1320.5.


Burden:


Based on prior competitions under the program, the DOL expects to receive approximately 80 applications from an equal number of respondents. Public reporting burden for the information collection is estimated to average 20 hours per response for reviewing instructions, searching existing data sources, gathering and maintaining the data needed, and completing and reviewing the collection of information.


80 applications x 20 hours = 1,600 hours.


In addition to the application, each grantee will be required to submit quarterly financial, performance, and narrative reports to ETA. Those information collection requirements will be cleared under a separate Control Number.


The DOL has increased the January 2013 average hourly earnings in the professional and business services industry of $28.36 by 40 percent (total $39.70) to monetize this burden. 1,600 hours x $39.70 = $63,520.


The DOL associates no other burden costs with this information collection.
