Supplemental Supporting Statement A: Justification


This request seeks OMB approval under the Paperwork Reduction Act for a Cooperative Agreement (SCA). The Bureau of International Labor Affairs (ILAB) will award up to $1,000,000 for one or more cooperative agreement(s) to fund the development of a toolkit to support the design and implementation of direct beneficiary monitoring systems (DBMS) for child labor elimination projects around the world. The toolkit will include two major components: 1) written guidelines and resources to be used by child labor elimination projects in their development and implementation of a DBMS, and 2) a prototype DBMS software/database tool for USDOL/ILAB to provide to grantees for their use in developing and implementing their project DBMS.


This announcement will solicit applications from eligible organizations. Eligible organizations may include any commercial, international, educational, or non-profit organization(s), including any faith-based, community-based, or public international organization(s), capable of successfully implementing the proposed youth programs.


Applications will include the following information collections: 1) Form SF-424 “Application for Federal Assistance” and Form SF-424A, separately cleared under OMB control number 4040-0004; 2) Technical Proposal; 3) Cost Proposal; and 4) Attachments to the Technical Proposal and Cost Proposal.

This grant solicitation is available on the grants.gov Web site. Based on past DOL experience, the Department anticipates 90 percent of responses will be submitted electronically.


Small Entities:


This information collection will not have a significant impact on a substantial number of small entities.


Assurances of confidentiality:


These grant solicitations do not offer applicants assurances of confidentiality.


Special circumstances:


This SCA implicates no special circumstances.



Burden:


Based on past experience, the DOL expects to receive approximately 10 applications from an equal number of respondents. ILAB estimates public reporting burden for the information collection to average 40 hours per response for reviewing instructions, searching existing data sources, gathering and maintaining needed data, and completing and reviewing the collection of information.


10 applications x 40 hours =400 hours.


The DOL has increased the June 2014, average hourly earnings in the professional and business services industry of $29.16 by 40 percent (total $40.82) to monetize this burden. 400 hours x $40.82 = $16,328.


The DOL associates no other burden costs with this information collection.
