Homeless Veterans’ Reintegration Program
Note to the Reviewer:
This ICR is to clarify the record for the 2015 Homeless Veterans’ Reintegration Program (HVRP) Funding Opportunity Announcement (FOA) for which the Office of Management and Budget initially issued a Notice of Action approving the request on April 8, 2015. Subsequently, the Department realized that that the initial ICR did not include current versions of all attachments. As the prior burden estimate will still be reflected in the database, entries for this ICR will reflect only one response and 0.25 burden hours to minimize double counting of total burden for all collections approved under control number 1225-0086. For transparency purposes, the text of the original justification follows this note.
This ICR seeks to clear the unique information collection requirements in the Homeless Veterans’ Reintegration Program Solicitation of Grant Applications. The purpose of these grants is to provide job training, counseling, and placement services (including job readiness, literacy, and skills training) to expedite the reintegration of homeless veterans into the labor force. Applications proposing to serve homeless veterans under this Homeless Veterans’ Reintegration Program (HVRP) solicitation will fall into either urban or non-urban geographical area categories. HVRP grants seek to address two objectives: to provide services to assist in reintegrating homeless veterans into meaningful employment within the labor force, and to stimulate the development of effective service delivery systems that will address the complex problems facing homeless veterans. The VETS anticipates that up to $4,000,000, to be adjusted based on available appropriations will be available for urban and non-urban grants. Awards will range from a minimum of $100,000 to a maximum of $300,000 for each urban grant and from a minimum of $100,000 to a maximum of $200,000 for each non-urban grant.

Burden:
Based on past experience, the DOL expects to receive approximately 120 applications. Public reporting burden for the information collection is estimated to average 20 hours per response for reviewing instructions, searching existing data sources, gathering and maintaining the data needed, and completing and reviewing the collection of information.
120 applications x 20 hours = 2,400 hours.
The DOL has increased the December 2014, average hourly earnings in the professional and business services industry of $29.48 by 40 percent (total $41.27) to monetize this burden.
