Incarcerated Veterans’ Transition Program
Abstract:
This ICR seeks to clear the unique information collection requirements in the Incarcerated Veterans’ Transition Program FOA. The purpose of these grants is to provide job training, counseling, and placement services (including job readiness, literacy, and skills training) to expedite the reintegration of incarcerated or recently incarcerated veterans who are, or who are at risk of being homeless into the labor force. IVTP grants seek to address two objectives: to provide services to assist in reintegrating incarcerated/recently incarcerated veterans into meaningful employment within the labor force, and to stimulate the development of effective service delivery systems that will address the complex problems facing incarcerated/recently incarcerated homeless veterans. The VETS anticipates that up to $1,500,000. Awards will range up to $300,000 for each grant. Applicants must be existing Homeless Veterans Reintegration Program awardees with prior IVTP experience. There are 16 of these eligible grantees.

Burden:
Based on past experience, the DOL expects to receive approximately 16 applications. Public reporting burden for the information collection is estimated to average 20 hours per response for reviewing instructions, searching existing data sources, gathering and maintaining the data needed, and completing and reviewing the collection of information.
16 applications x 20 hours = 320 hours.
The DOL has increased the November 2012 average hourly earnings in the professional and business services industry of $28.22 by 40 percent (total $39.51) to monetize this burden. See The Employment Situation—January 2013, DOL, Bureau of Labor Statistics, http://www.bls.gov/news.release/archives/empsit_02012013.pdf at 35.
320 hours x $39.51 = $12,643.20.
The DOL associates no other burden costs with this information collection.
Total burden: 16 respondents, 16 responses, 320 hours, $0 other cost burden.
