FMVSS No. 114 specifies vehicle performance requirements intended to reduce the incidence of crashes, injuries and fatalities resulting from theft and accidental rollaway of motor vehicles. The purpose of this standard is to decrease the likelihood that a vehicle is in a crash as a result of theft, or accidentally set in motion.
NHTSA, in prescribing a FMVSS, is to consider available relevant motor vehicle safety data, consult with appropriate agencies, and obtain safety comments from the responsible agencies, states, safety commissions, public and other related parties. Further, the Act mandates that in issuing any FMVSS, the agency considers whether the standard is "reasonable, practicable and appropriate for the particular type of motor vehicle or item of motor vehicle equipment for which it is prescribed," and whether such standards will contribute to carrying out the purpose of the Act.
In support of the rulemaking to amend FMVSS No. 114 , NHTSA has initiated one research experiment and is planning a second experiment. The first experiment will investigate factors contributing to driver errors in the use of keyless ignition and gear selection controls (simulator experiment), and the second experiment will investigate the effectiveness of current audible warnings related to rollaway prevention and leaving propulsion systems operative when the driver leaves the vehicle (rollaway warning experiment). The simulator experiment will be conducted in a laboratory setting and participants will be recruited by email. The rollaway warning experiment will be conducted in a public parking lot using face-to-face recruitment of participants.
There is a program change of adding 60 burden hours to NHTSA's overall burden hour total.
