The number of respondents requesting the Maritime Administration's approval for the transfer to foreign ownership, registry and flag has slightly increased since the last approval of this collection. Owners are deciding to sell or transfer to foreign registry due to lack of employment opportunities in the U.S. trade or age of the vessels.
