must obtain approval from MARAD prior to transfer of such vessels
to foreign registry. These forms are used by the owners to obtain
the required approval.

The number of respondents
requesting the Maritime Administration's approval for the transfer
to foreign ownership, registry and flag has slightly increased
since the last approval of this collection. Owners are deciding to
sell or transfer to foreign registry due to lack of employment
opportunities in the U.S. trade or age of the vessels.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies

1320.8(b)(3).
