This collection of financial data is required to be filed by Class I railroads (currently seven), which have revenues in excess of 250 million dollars, so that the Board can fulfill various statutory requirements pursuant to U.S.C. 11123, 11145-45 and 111323-25. These reports are also used by the Board to assess industry growth as well as sudden changes in carrier financial stability, and by the Board and others to identify trends that may affect National Transportation. Under the proposal, Form CBS (49 C.F.R. § 1243.2 would be filed within 15 days, instead of 30 days, after the end of the quarter. The proposed changes to filing deadlines would further facilitate oversight of the economic health and operations of Class I railroads.
