The NPRM proposes that any broadcast licensee chosen to participate in the broadcast spectrum incentive auction must provide information to demonstrate that it is legally, technically and financially qualified to participate. The NPRM proposed adopting the following rules regarding the collection of information from such parties (47 CFR sections 1.22000 and 1.22004. Information collected on the proposed FCC Form 177 will include information regarding the relevant broadcast license, information regarding parties own an ownership interest in the license, and if applicable, information regarding any agreement that the applicant may have to share a broadcast channel in the event that it relinquishes some of its spectrum usage rights through the auction.
