For the survey
portion of this collection, TSA should consider offering the
instrument in Spanish, since this has been identified as a
potential reason for low response rates. In the next submission,
the survey response scales should be modified as discussed. Also,
TSA should consider the sample size/number of respondents, since
only a small fraction of the responses are used to calculate
customer service satisfaction.

The data collected will be used for
the application of individual workers to retain a TWIC credential
for security identification purposes. The data will be collected
and a Security Threat Assessment will be conducted on the
individual with outreach too appropriate agency databases. When the
individual is cleared they will be provided a credential containing
information for identification verification at either maritime
facilities or vessel locations. This has been required by the MTSA
Maritime Transportation Security Act of 2002.
When OMB concluded on
the previous submission of this ICR on 06/28/2012, it provided the
following Terms of Clearance: TSA should submit an Emergency
Information Collection Request, to reflect changes to the program
and burden hours that will result from the Exemption Notice
published in the Federal Register on June 19, 2012 (49 CFR Part
1572 [Docket No. TSA–2006–24191]). This submission is in response
to those terms.
As a result of the TSA TWIC
Exemption Notice published in June, many of those who previously
would have requested a full TWIC renewal will now be exercising the
new waiver. TSA's TWIC Program Manager and Economists revised the
burden tables associated with TSA's current Emergency ICR 1652-0047
to reflect these changes. As a result of the TSA TWIC Exemption
Notice The annualized hour burden to the public was reduced from
807,079 hours, to 741,879 hours. Additionally, the annualized
estimate of both enrollments and renewals was reduced from
$53,176,226 to $42,786,620.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:

(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and
