Short Statement: The number of total responses is estimated to increase from 45,388 to 63,220. This net increase is due primarily to the estimated increase in the number of respondents (from 3,100 to 3,634). To a much lesser extent, the increase reflects a more accurate accounting of the responses that will be required of all applicants and the accounting of certain forms associated with RES/EEI guaranteed loans that had not been previously charged against the rulemaking.
