test is approved with the following terms of clearance: Census,
HHS, and OMB agree that this test is designed to provide an
internally valid assessment of the question changes that will be
helpful in understanding the impact of potential future changes to
ASEC health insurance and income questions. However, it is
important to note that the test was not designed to provide
nationally representative estimates of this impact in the same
manner that the ASEC currently provides nationally representative
estimates of the health insurance coverage and household income.
Because the sample for this content test was selected to minimize
sample design differences by focusing on particular subsets of the
production sample, Census, HHS, and OMB agree that the test sample
is not nationally representative, and cannot be used to make
estimates of the U.S. population with known statistical precision.
As the sample size of the test was selected to examine differences
in the key estimate of the uninsured rate for the new questions
only at the national level, the examination these differences by
subpopulations lack sufficient statistical power to determine
differences in the impacts of the different questions by
subpopulations. Any Federal agency report of these results or using
these results will clearly note the limitations of these data due
to differences in sample design, coverage, nonresponse, and survey
mode with the nationally representative estimates that the Census
Bureau releases from the ASEC. The Census Bureau is providing
further details on its statistical methodology for weighting
related to this test.

This field test will examine reporting
of income and health insurance coverage using redesigned sets of
questions from the Current Population Survey (CPS) Annual Social
and Economic Supplement (ASEC). The new questions were designed to
reduce measurement error and improve reporting accuracy. The survey
will be conducted by telephone with retired CPS sample in parallel
with production CPS. The data will enable a comparison between
estimates from production and redesigned CPS ASEC in order to
assess differences in reporting attributable to the questionnaire.
All people 15 years old or older in sample households are
interviewed.
