Under 28 CFR 0.85(e) and (l), the Federal Bureau of Investigation, would request the electronic submission of data regarding explosive device threats or incidents from institution of higher education campus law enforcement agencies in order to gather statistics relative to support crime analysis and threat assessments relative to this crime problem.
Essentially, it asks questions of campus police departments regarding the number of bomb threats theyÂve received in the past couple of years, whether any actual devices have been found, whether evacuations happened- that sort of thing. The exigency is that there has been a major upsurge in this type of crime problem at colleges and universities in the past six months. In some weeks, there are threats and major evacuations every single day. Of course, each evacuation creates even more risk of violence. We are being asked for threat assessments and response recommendations every single week (sometimes every day), and there are currently NO published statistics which adequately address this.
