The Board adopts final rules, governing the submission and review of applications for solid waste rail transfer facility land-use-exemption permits. These rules are mandated under the Clean Railroads Act of 2008. These rules contain no substantive change that would affect the burdens imposed in the previously proposed interim rules already in effect.
