15. This is a revision of a previously approved collection implementing requirements under the Operating Fund Program rule. Revisions have been made to the 83i and throughout the Supporting Statement to reflect the following: (1) Beginning in fiscal year 2011, the appeal of formula income for economic hardship (24 CFR § 990.245(b)) was no longer applicable due to the expiration of the frozen formula income provision (§ 990.195); (2) The expiration in fiscal year 2011 of the 5 year period under § 990.230 of the regulation during which PHA's could apply to stop the reduction of their subsidy losses. With the expiration of the stop loss provisions, the title of this PRA has been changed from Public Housing Operating Subsidy – Stop-Loss and Appeals to Public Housing Operating Subsidy – Appeals; and. (3) The annualized burden hours and costs associated with appeals based on the number of appeals received over the past 3 years.
