Abstract: The CPSC has issued regulations prescribing requirements for a reasonable testing program to support certificates of compliance with the standard for walk-behind power mowers. These regulations also require manufacturers, importers, and private labelers of walk-behind power mowers to establish and maintain records to demonstrate compliance with the requirements for testing to support certification of compliance. The CPSC uses this information to determine whether the mowers they produce and import comply with the standard.

Short Statement: The commission revised our estimation of the market from 20 to 34 firms. The reduction in cost burden and additional IC are due to the splitting of the record keeping and third-party disclosure requirements across two IC's, and to changing reporting policy to include only capital costs and not wage costs in the IC.
