The EPA is amending the New Source
Performance Standards (NSPS) for Petroleum Refineries for affected
sources constructed, reconstructed, or modified after May 14, 2007
(40 CFR part 60, subpart Ja). Sources affected by these amendments
are process heaters (no change in burden) and flares. Subject
sources have emission requirements and work practice standards for
sulfur oxides and nitrogen oxides. Consequently, these sources are
subject to monitoring, reporting, and recordkeeping requirements so
that the EPA may target inspections and determine
compliance.
The EPA is amending the New
Source Performance Standards (NSPS) for Petroleum Refineries for
affected sources constructed, reconstructed, or modified after the
May 14, 2007 (40 CFR part 60, subpart Ja). The NSPS for Petroleum
Refineries includes a special modification provision for flares,
and more flares will become affected sources than were estimated in
the previous ICR for the promulgation of 40 CFR part 60, subpart
Ja. This ICR estimates the monitoring, reporting, and recordkeeping
requirements for those additional affected facilities.
