The EPA is amending the New Source Performance Standards (NSPS) for Petroleum Refineries for affected sources constructed, reconstructed, or modified after May 14, 2007 (40 CFR part 60, subpart Ja). Sources affected by these amendments are process heaters (no change in burden) and flares. Subject sources have emission requirements and work practice standards for sulfur oxides and nitrogen oxides. Consequently, these sources are subject to monitoring, reporting, and recordkeeping requirements so that the EPA may target inspections and determine compliance.
