The Annual Progress Report (APR) tracks competitive homeless assistance program progress and is used to provide grant recipients and HUD with information necessary to assess program and grantee performance. The information collected through the Annual Homeless Assessment Report (AHAR) is used by HUD and the Congress to understand the nature and extent of homelessness, assess the effectiveness of homeless assistance programs, analyze service use patterns, and understand how programs can be improved.
