The Report and Order implements the
Coalition for Affordable Local and Long Distance Services (CALLS)
Proposal, which resolves major outstanding issues concerning access
charges; the pending NPRM to address implicit universal service
support in access charges, the x-factor remand, the Low-Volume
Long-Distance Users NOI, the pending NPRM on geographically
deaveraging SCs and the next scheduled price-cap performance
review.

Transformation Order, FCC 11-161, eliminated the remaining
universal service data filings previosly contained in this
information collection. The burden associated with those filing are
being removed from this information collection for which we seek
OMB approval. Therefore, we are reporting a 9,785 hour program
change decrease for this revision.
