Prior to the commencement of the 2012 Economic Census of Puerto Rico, the U.S. Virgin Islands, Guam, Commonwealth of the Northern Mariana Islands, and American Samoa—Collectively Referred to as Island Areas forms distribution, the Census Bureau shall provide on its Internet site prominent links to a set of finalized survey forms, including instructions and cover letters, comparable to those provided for the 2007 Economic Census report forms. The final forms and letters shall reflect any changes in the survey year, OMB number expiration date, and Census leadership from those submitted for review.

The 2012 Economic Census of Island Areas, conducted under the authority of Title 13, United States Code (USC), is the primary source of dependable facts about the structure and functioning of the economies of the Island Areas. The census provides the only source of data at a geographic level equivalent to U.S. counties. Economic census statistics provide benchmarks for indexes of industrial production, business activities and sales. Census data provide a framework for estimating the gross product of these areas and provide essential information for government, business, and the general public.
