The Gulf of Mexico Fishery Management
Council has adopted a five-year strategic communications plan that
requires the communications staff to implement specific outreach
strategies, as well as provide a means to evaluate the
effectiveness and measure the success of those strategies. In order
to incorporate performance metrics into the plan, it is necessary
to establish a baseline of awareness and message comprehension, and
to identify communication gaps. This survey proposes to do
that.
