OMB appreciates that ACF understands that the results of this collection will not be able to be used to establish causality between the practices of ACF grantees and observed State and Tribal outcomes. Further, findings from the purposive sample of Tribal child welfare agencies will not be generalizable beyond the survey respondents. As such, ACF will be sure to include appropriate caveats when reporting all results.

The proposed information collection is necessary to track, monitor, and evaluate the activities of Federally-funded training and technical assistance providers that deliver services to State, local, Tribal, and other publicly administered or publicly supported child welfare agencies and family and juvenile courts. The proposed data collection instruments for review are: the Agency Results Survey, T/TA Activity Survey, Network Web-Based Survey, and seven forms that are part of the OneNet data system.

Overall reduction in respondent time burden may principally be attributed to more accurate projections about service delivery frequency and resulting data entry after 2.5 years of experience. Increases in data entry efficiency, reductions in respondent numbers, and other factors contributed to more minor changes. The role of both program changes and adjustments on decreases or increases in burden by instrument are described in the Supporting Statement.
