The annual burden hours that were reported during the emergency submission to OMB have decrease. The decrease in the number of estimated annual respondents from 1,041,300 to 700,000 is caused by a change in the methodology used. The number of respondents was changed from estimated first year total to a 3 year average. This was incorrect because, after a surge during the first year of the program, the annual respondents will level off.
