Abstract: The Federal Trade Commission has issued labeling requirements for residential furnaces and central air conditioners to help consumers and industry members install products that comply with Department of Energy (DOE) efficiency standards for the regions where the products will be installed. The amended Rule requires manufacturers to provide information about the DOE standards on their EnergyGuide labels and to include the labels on products, packages, and websites.

Short Statement: The instant adjustments reflect Rule amendments that require manufacturers to affix a copy of the EnergyGuide on packaging for split-system and single-package air conditioners, and non-weatherized and mobile home gas furnaces. For this, as detailed in the Justification for Change supplement, the FTC estimates 12,222 additional hours per year. The adjustments also refect amendments that require heating and cooling equipment manufacturers to change the EnergyGuide labels to the new design. For this, as also detailed in the supplement, the FTC estimates 1,333 additional hours, annualized. The FTC expects that the amendments will impose additional labeling cost of $385,000.
