The clause at DFARS 252.228–7005,
Accident Reporting and Investigation
Involving Aircraft, Missiles, and Space
Launch Vehicles, requires the contractor
to report promptly to the administrative
contracting officer all pertinent facts
relating to each accident involving an
aircraft, missile, or space launch vehicle
being manufactured, modified, repaired,
or overhauled in connection with the
contract.
The clause at DFARS 252.228–7006,
Compliance with Spanish Laws and
Insurance, requires the contractor to
provide the contracting officer with a
written representation that the
contractor has obtained the required
types of insurance in the minimum
amounts specified in the clause, when
performing a service or construction
contract in Spain.

SUPPLEMENTARY INFORMATION: The
Department of Education (ED), in
accordance with the Paperwork
Reduction Act of 1995 (PRA) (44 U.S.C.
3506(c)(2)(A)), provides the general
public and Federal agencies with an
opportunity to comment on proposed,
revised, and continuing collections of
information. This helps the Department
assess the impact of its information
collection requirements and minimize
the public’s reporting burden. It also
helps the public understand the
Department’s information collection
requirements and provide the requested
data in the desired format. ED is
soliciting comments on the proposed
information collection request (ICR) that
is described below. The Department of
Education is especially interested in
public comment addressing the
following issues: (1) Is this collection
necessary to the proper functions of the
Department; (2) will this information be
processed and used in a timely manner;
(3) is the estimate of burden accurate;
(4) how might the Department enhance
the quality, utility, and clarity of the
information to be collected; and (5) how

Abstract: This is a request for a new
collection to obtain consumer
information from foreign graduate
medical institutions that participate in
the William D. Ford Federal Direct Loan
Program (Direct Loan Program) as
authorized under Title IV of the Higher
Education Act of 1963, as amended,
(HEA). The request is to gain approval
of a form for reporting specific

graduation information to the
Department of Education (Department)
with a certification signed by the
institutions President/CEO/Chancellor
as well as for disseminating that

students. The Departments regulations,
at 34 CFR 668.14(b)(7), require Title IV
participating institutions to submit
reports to the Department containing
such information as the Secretary may
reasonably require to carry out the
purposes of the Title IV, HEA programs.
This is being done to improve consumer
information by providing more specific
consumer information to prospective
U.S. medical students at foreign
institutions.

AGENCY:
This notice announces receipt
of a petition for waiver from Samsung
Electronics America, Inc. (Samsung)
regarding specified portions of the U.S.
Department of Energy (DOE) test
procedure for determining the energy
consumption of electric refrigerators
and refrigerator-freezers. In its petition,
Samsung provides an alternate test
procedure that is the same as the test
procedure DOE published in a final rule
setting out testing requirements for
manufacturers to follow starting in
2014. DOE solicits comments, data, and
information concerning Samsung’s
petition and the suggested alternate test
procedure. Today’s notice also grants
Samsung an interim waiver from the
electric refrigerator and refrigeratorfreezer test procedure, subject to use of
the alternative test procedure set forth
in this notice.
