Section 14(a)(2) of the Consumer
Product Safety Act (CPSA), 15 U.S.C.2063(a)(2)requires
manufacturers and private labelers of any children's product that
is subject to a children's product safety rule to submit samples of
the product, or samples that are identical in all material to the
product to a third party conformity assessment body accredited by
the CPSC to be tested for compliance with such children's product
safety rule.
The time burden was split
across reporting (application and audit requirements), third-party
disclosure (subcontracting requirements), and record keeping
(changes to information and cancellations). The total annual time
burden remains the same from the NPR.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
