This submission is being made as a revision to an existing information collection pursuant to 44 U.S.C. § 3507. This submission covers revisions to FCC Form 318 and its accompanying instructions and worksheets. FCC Form 318 is required: (1) to apply for a construction permit for a new Low Power FM (LPFM) station; (2) to make changes in the existing facilities of such a station; (3) to amend a pending FCC Form 318 application; or (4) to propose mandatory time-sharing. The Commission is requesting a non-substantial change request from the Office of Management and Budget (OMB) because the Commission removed some minor language from the Instructions for FCC Form 318. Specifically, we seek to remove a reference to and discussion of a case, Montmorenci United Methodist Church, Letter, 22 FCC Rcd 11110 (MB 2007), from Section II C, under the heading "Exceptions." Removal of the language is justified and necessary because the Rulemaking did not seek comment on the case or the related rule, thus the case does not fall within the scope of our discussion in the Rulemaking. The original Form 318 was approved by OMB on April 12, 2013. The removal of the language is non-substantial and will not affect the information collection requirements, burden hours or cost for the collection. An updated FCC Form 318 is included with this non-substantial change request submission.

There are no adjustments to this collection. Lastly, the Commission has program changes/decreases of 120 respondents, 120 responses and 120 hours due to the elimination of the information collection requirements for Section 73.872(d)(1) due to the adoption of FCC 12-144. These program changes/decreases were offset by the program change increases to this collection.
