Short Statement: The slight increase in recordkeepers for interstate seed shipments is due to a slight increase in the number of regulatory samples submitted by seed laboratories. Although, the increase in recordkeepers, the quantity of certified seed resulted in an overall decrease in burden hours.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
