JUSTIFICATION FOR CHANGE

Educational Partnership Program (EPP) and Ernest F. Hollings Undergraduate Scholarship Program

The NOAA Office of Education would like to revise:

  1. The Student and Performance Measures Tracking System (web-form).

  2. The Voluntary Alumni Information Update Sheet (now a web-form).


The Student and Performance Measures Tracking System is used to collect data on students who are supported by NOAA programs and collect numbers in support of program performance measures.


The voluntary alumni information update sheet is used to update information on alumni of NOAA student scholarship programs. The update sheet/form is available to alumni for completion. The provided data is uploaded into the Student and Performance Measures Tracking System (SPMTS).


The proposed changes to the forms will enable the NOAA program to collect data for the purpose of comparing program data to national data for Science, Technology, Engineering, and Mathematics (STEM) data calls from the Office of Science and Technology Policy and the Government Accounting Office. This additional data will also enable the NOAA program to respond to the Office of Management and Budget program evaluation request.


To support STEM data calls, the alumni form was changed to a web-form and will collect additional data such as whether the student is employed and/or pursued graduate degrees in STEM. The SPMTS was modified to align with the data requested in the alumni form and to collect additional data in support of NOAA program performance measures.


Changes to the Student Tracker form are only to the Post-Education and Performance measures sections:


Post Education Section

This section allows a user to edit post graduation information about the student.

Change in burden: There is no change in response time for the Alumni Update form. For the Student Tracker and Performance Measures form, there is estimated to be an additional 12 minutes per responses. There are 4 Cooperative Science Center student tracker forms to be completed by grantees or principal investigators (forms for other programs are completed by Office of Education staff), and three updates per form are due each year, for a total of 12 responses (currently approved numbers are 12 forms and 36 responses, but we are taking the opportunity to update). The current burden estimate is 16 hours per response. Adding 12 x 12 minutes (2 hours) to the revised current burden total of 10,944 (11,328 – 384), brings the new total to 10,946 (10,944 + 2).
