Per NICS Final Rule, 28 CFR, Part 25.9 (b) (1), (2) and (3), the NICS must destroy all identifying information on allowed trans- actions. In 2008, the OMB was provided an estimated number of VAF applications that would be sent out to FFLs, appellants, and state POCs because there was no tracking mechanism in place to provide an actual number of applications being distributed. In 2010, the NICS Section began tracking the actual number of VAF applications requested by FFLs, appellants, and state POCs. In 2011 and 2012, the NICS Section introduced the web site that allowed applicants to obtain a brochure on-line and eventually allowed the applicants to apply on-line. Therefore, the 2012 collection reported was lower because less VAF applications were mailed and the NICS Section was providing actual collection numbers instead of estimating the collection.
