FTA Circular 5010.1D Changes

Revision 1 Changes dated August 27, 2012


  1. Pages ii and iii of the Table of Contents have been revised to include a new Appendix on the Federal Financial Report and the reordering of succeeding appendices. The listing of appendices are as follows:

  • Appendix A – Table of FTA Circulars

  • Appendix B – Federal Financial Report (FFR)

  • Appendix C – Real Estate Acquisition Management Plan

  • Appendix D – Guide for Preparing an Appraisal Scope of Work

  • Appendix E – Rolling Stock Status Report

  1. All references to the “Appendices C – I” have been amended to reflect appropriate appendix.

  2. All references to the Financial Status Report (FSR) have been amended to reflect the new OMB required financial reporting form “Federal Financial Report (FFR).”

  3. Chapter III Subparagraph 3. REPORTING REQUIREMENTS a “Financial Report and Milestone/Progress Reports” renamed “Federal Financial Report and Milestone/ Progress Report” and all references to Financial Status Report and FSR have been amended to Federal Financial Report and FFR.

  4. Chapter III Subparagraph 3. REPORTING REQUIREMENTS b(6) has been revised to reflect current FFR screen tabs: “Summary,” “Financial Status,” and “Remarks and Certification.”

  5. Chapter III. Subparagraph 3. REPORTING REQUIREMENTS b(8) TEAM Financial Status Tab screen description have been deleted and replaced with applicable Federal Financial Report categories: Federal Cash, Recipient Share , Unliquidated Obligations, and Program Income. Further details on information relating to this tab and FFR definitions are now referenced in Appendix B.

  6. Chapter IIII Subparagraph 3 REPORTING REQUIREMENTS b(9) has been added to include a description of FFR Remarks and Certification screen tab.

  7. Chapter IV. Subparagraph 2. REAL PROPERTY j “Disposition” has been renamed “Real Estate Disposition” in order to differentiate real estate disposition requirements from Equipment, Supplies and Rolling Stock disposition requirements.

  8. Chapter IV. Subparagraph 3. EQUIPMENT, SUPPLIES, AND ROLLING STOCK f(2) “Bus, Van, Trolley, Rail Rolling Stock, and Ferries Useful Life Policy” has been renamed “Bus, Light Duty Vehicles, Trolley, Rail Rolling Stock, and Ferries Useful Life Policy.”

  9. Chapter IV. Subparagraph 3. EQUIPMENT, SUPPLIES, AND ROLLING STOCK f(2) has been revised to clarify that useful life in miles refers to total miles in revenue transit service, and that non-revenue miles do not count towards useful life.

  10. Chapter IV. Subparagraph 3. EQUIPMENT, SUPPLIES, AND ROLLING STOCK f(2)(a) “Useful life of Project Property. Buses” has been revised to correct number order.

  11. Chapter IV. Subparagraph 3. EQUIPMENT, SUPPLIES, AND ROLLING STOCK f(2)(b) “Trolleys” has been moved to 3.f(2)(c). This section has been renamed “Light Duty Vehicles” in order to separate these vehicles useful life requirements from those of regular transit buses and renumbered.

  12. Chapter IV. Subparagraph 3. EQUIPMENT, SUPPLIES, AND ROLLING STOCK f(2)(c)-(f) renumbered to reflect inserted new section (b) for Light Duty Vehicles.

  13. Chapter IV. Subparagraph 3. EQUIPMENT, SUPPLIES, AND ROLLING STOCK f(2)(d) “Useful life of Project Property. Ferries” has been renumbered to 3.f(2)(e) and revised to reflect correct citation Chapter IV, Subsection 3.f.(1).

  14. Chapter IV. Subparagraph 3 EQUIPMENT, SUPPLIES, AND ROLLING STOCK f(2)(e) “Useful life of Project Property. Facilities” has been renumbered to 3.f(2)(f) and revised to reflect correct citation Chapter IV, Subsection 3.f.(1).

  15. Chapter IV. Subparagraph 3. EQUIPMENT, SUPPLIES, AND ROLLING STOCK l “Disposition” has been renamed “Equipment, Supplies and Rolling Stock Disposition” in order to differentiate Equipment, Supplies and Rolling Stock disposition requirements from real estate disposition requirements.

  16. Chapter IV. Subparagraph 4. DESIGN AND CONSTRUCTION OF FACILITIES d “Force Account” has been revised to exclude preventive maintenance activities from FTA’s Force Account requirements and reverts back to FTA’s Force Account Policy in FTA Circular 5010.1C.

  17. Appendix B. REAL ESTATE ACQUISITION PLAN has been renumbered to Appendix C.

  18. Revised Appendix B FEDERAL FINANCIAL REPORT (FFR) includes screen shots of the Federal Financial Report tabs in TEAM and definitions of the terms used in this report.
